ProValuer funtionality



v Import

The system caters for importing data directly from the Deeds Office and Windeed generated comma separated value (csv) format data files. Properties are created on the system with a unique key and store a reference to the Surveyor General’s property key for GIS cross referencing.

v Valuation term

A valuation cycle starts with a General Valuation (GV) and an interim term thereafter, that spans for four years. Each financial year after the (GV) will produce Supplementary Valuations with a Supplementary Valuation Roll at the end of each financial year.
Initially the system needs to be configured with the financial years the valuation period will span and includes:

Ø Valuation date
Ø Valuation Roll date
Ø Interim term
Ø Supplementary Valuation date
Ø Default valuation formula’s

After a valuation cycle the system caters for an interim valuation period before the new valuation roll will take effect.

The system caters for multiple municipalities with varying terms and each one can be configured individually.

v Data Storage

Property and related data including:

Ø Owners and owner history (including title deed, transfer date and sale price)
Ø Endorsements
Ø Servitude information
Ø Land use distinguishing between Urban as well as Rural
Ø Buildings distinguishing between Urban as well as Rural
Ø Additional Farm detail
Ø Additional Property attributes including (Finish, Features and Sundries etc.)

Valuation and related data including:

Ø Roll values for each valuation period
Ø Change register for each change made not affecting valuation roll values
Ø Supplementary valuation for each change affecting valuation values

Valuation Basis and related data including:

Ø Valuation basis for each valuation term
Ø Valuation basis either per block or class

Zoning, Usage, Type and Category related data including:

Ø Custom definable visualization option for quick identification.

A special area is also provided to store custom valuer messages per valuation / property as well as messages to appear on the valuation roll as additional explanation.

v Audit Trail

A complete audit trail is kept of users adding, editing and deleting records on the system.

v Security

The system provides for single user as well as multi user access levels. Single user access can be controlled with password control on all menu options as well as all button functionality including adding, editing and deleting as well as global and bulk update facilities. Multi user access is security level based whereby access is limited based on the access level assigned.

v Reporting

Multiple levels of reporting is supplied from error reports to checklists. The main categories are as follows:

v GIS

ProValuer does not facilitate the generation of GIS at this stage but incorporates a Spatial Data Viewer based on the ESRI standard shape (shp) file system.

Facilities include:

Ø Map maintenance for compiling custom views of existing maps incorporating various levels, layers and image layers
Ø Searching for properties based on the Surveyor General’s property key
Ø Info search and view of entities
Ø Spatial analysis of property data.
Ø Exporting of symbol images i.e. for inclusion on field cards

v Backup facility

Utilities are provided for backing up, repairing and restoring of data.

v Export

The system has a facility to export data to a comma separated value (csv) format and fields to be included is customizable and can be included and or excluded on demand.
